In addition to accelerating the development of the basic medical insurance system and enhancing primary healthcare services, Shandong Province has announced a series of new initiatives this year. These include the initial establishment of a national essential medicine system, the promotion of more equitable public health services, the pilot reform of public hospitals, and the implementation of comprehensive medical reform trials. By the end of the year, the provincial leadership group for deepening medical and health reforms will conduct a full review of these efforts.
The province is working on formulating a national essential medicines system. Following the release of the national essential drugs list, Shandong has developed its own bidding procurement management measures. It also set a unified procurement price based on the national retail guide price and local bidding results. By year-end, 30% of government-run urban community health centers and county-level governments will implement the basic drug system, including centralized online bidding, unified distribution, and zero-profit sales of essential medicines.
To ensure quality, the province will improve the supervision and sampling mechanism for essential drugs, conducting regular quality tests across all listed medicines.
Shandong has also launched nine key national public health service projects, such as maintaining resident health records, providing health education, immunization, infectious disease prevention, child and maternal care, elderly care, and managing chronic diseases and severe mental illness. This year, 30% of the population will have their health records established. The childhood vaccination rate for children under six will exceed 85%, while the child health care rate for ages 0–3 will reach 80%. Maternal and elderly health care rates will be over 80% and 50%, respectively. The management rate for hypertension and diabetes patients will surpass 30%, and that for severe mental illness patients will exceed 60%.
Additionally, the province is rolling out a hepatitis B vaccine re-vaccination program for those under 15, with 544,918 people receiving the vaccine this year. A "two cancers" screening initiative for rural women aged 35–59 has been launched, completing 56,000 cervical cancer screenings and 12,000 breast cancer exams. An additional 813,000 pregnant women received folic acid supplements and hospitalization support before and after pregnancy. Free or discounted surgeries were provided to 25,000 poor cataract patients.
In terms of public hospital reform, Shandong requires pilot areas to develop regional hospital layout and structural adjustment plans. It encourages private investment in healthcare and explores ways to separate administrative and operational functions. The province is also improving hospital governance structures and reforming personnel systems. Public hospitals will be managed more efficiently, with a focus on public welfare.
To support financial sustainability, the province is studying policies to separate drug sales from hospital income, phase out drug markups, introduce pharmacy service fees, and adjust medical service prices. This aims to gradually shift hospital funding toward service charges and government subsidies.
